Featured Image: KP Mineral Royalties Rise

Khyber Pakhtunkhwa (KP) has achieved remarkable progress in revenue generation and fiscal management, recording a 200% increase in mineral royalties this fiscal year.

This milestone was highlighted during a high-level meeting chaired by Chief Secretary Shahab Ali Shah, where officials reviewed the province’s financial performance and future budget plans.

KP Mineral Royalties Rise

KP’s Strong Revenue Performance in FY25

The Finance Department reported significant improvements in revenue collection, driven by strategic reforms and policy measures. Key achievements include:

  • 90.7% of revenue targets met in the first half of FY25, a major jump from last year’s 66%.
  • Rs14 billion revenue increase due to over 50 new revenue measures in the finance bill—a 50% rise compared to the previous year.
  • 200% surge in mineral royalties, with expectations of further growth.
  • Rs100 billion projected from the province’s own-source revenue.
  • 35% increase in development funds released compared to last year.
  • Rs5.4 billion collected from mines and minerals royalties.

These figures reflect KP’s commitment to strengthening financial discipline and maximizing revenue streams.

Early Budget Preparations and Fiscal Reforms

Chief Secretary Shahab Ali Shah emphasized the need for early budget planning and instructed all departments to assess their financial requirements carefully.

The meeting also introduced a roadmap for governance and fiscal reforms, focusing on:

  • Transparency in financial matters.
  • Digitization and automation to improve efficiency.
  • A two-year rotation policy for officials to enhance accountability.

These reforms aim to streamline operations, reduce corruption risks, and ensure better resource utilization.

Mines & Minerals Department’s Record Growth

The KP Mines and Mineral Development Department has played a crucial role in boosting provincial revenue. Over the past two years, it has:

  • Increased revenue collection by 150%, from Rs2.1 billion (2018-19) to Rs5.2 billion (2020-21).
  • Issued 2,082 new mining leases, nearly matching the total leases granted before 2018.
  • Resolved 371 pending cases, compared to only 294 cases settled before 2018.

Key Initiatives Driving Success

  1. Mining Cadastral System – A digital platform providing transparency in lease allocation, revenue tracking, and royalty distribution.
  2. Legal Reforms – Updated laws, including the KP Mines and Mineral Act 2017 and KP Mines Safety Inspection Regulations 2019.
  3. Regularization of Illegal Mining – Bringing informal mining operations under legal frameworks to increase revenue.

Despite challenges like staff shortages (with one assistant director managing multiple districts), the department has delivered impressive results.

Future Outlook: Sustainable Growth & Economic Stability

KP’s financial progress (KP Mineral Royalties Rise) demonstrates the effectiveness of policy reforms, digitization, and strict fiscal oversight. With continued focus on:

  • Expanding mineral royalty earnings
  • Enhancing tax collection mechanisms
  • Boosting development spending

The province is on track to achieve greater economic stability and improved public service delivery.

Conclusion:

KP Mineral Royalties Rise up to 200% and 90.7% revenue target achievement highlight a successful fiscal turnaround. Through transparent governance, digital innovation, and proactive reforms, KP is setting a strong example for sustainable economic growth in Pakistan.

Imran Khan Condemns Pahlgam Incident, Warns Against Indian Aggression

Featured Image: Imran Khan's Pehlgam Statement

Former Prime Minister Imran Khan, currently imprisoned in Adiala Jail, has strongly condemned (issued an important Imran Khan’s Pehlgam Statement) the loss of human lives in the Pahlgam incident, calling it “deeply disturbing and tragic.”

During a discussion with his lawyers on April 29, 2025, Khan expressed his condolences to the victims’ families while accusing India’s Modi government of shifting blame onto Pakistan instead of conducting a fair investigation.

Imran Khan's Pehlgam Statement

Pahlgam Incident: A Repeat of False Flag Operations?

Khan recalled the 2019 Pulwama attack, where Pakistan had offered full cooperation to India, but no concrete evidence was provided to support India’s accusations.

He warned that history is repeating itself with the Pahlgam incident, where India is again blaming Pakistan without proof.

“Instead of introspection and investigation, Modi Sarkar is again placing the blame on Pakistan,” Khan stated.

He emphasized that India, with its 1.5 billion people, must act responsibly rather than escalating tensions in a region already known as a “nuclear flashpoint.”

Pakistan’s Stance: Peaceful but Strong:

While reaffirming Pakistan’s commitment to peace, Khan made it clear that “peace should not be mistaken for cowardice.”

He reminded India of Pakistan’s strong response in 2019, asserting that the country is fully capable of defending itself against any aggression.

“My government, backed by the whole nation, gave a befitting response to India in 2019. Pakistan will do the same if provoked again,” he declared.

Kashmir’s Right to Self-Determination:

Khan reiterated his long-standing position on Kashmir, stressing that the Kashmiri people’s right to self-determination, as guaranteed by UN resolutions, must be honored.

He accused India’s RSS-led government of being a threat to regional and global peace, citing increased oppression in Kashmir after the illegal revocation of Article 370.

“The Kashmiri people’s struggle for freedom has only intensified under India’s brutal policies,” he said.

Pakistan’s Internal Unity vs. External Threats

Khan criticized Pakistan’s current “illegitimate government”, claiming it was imposed through fraudulent elections (Form-47).

Despite political divisions, he noted that Modi’s aggression has united Pakistanis against Indian hostility.

However, he warned that internal political victimization is weakening national unity at a time when solidarity is crucial against external threats.

“To win a war against an external enemy, the nation must first be united. Polarization and political vendettas only weaken our defense,” Khan emphasized.

Silence of Pakistani Leaders: A Betrayal?

Taking a sharp dig at Nawaz Sharif and Asif Zardari, Khan accused them of remaining silent on India’s aggression due to their foreign business interests.

“They will never speak against India because their illegal wealth is stashed abroad. They fear Indian lobbies might freeze their assets if they take a stand,” he alleged.

Conclusion: A Call for Unity and Strength

Imran Khan’s message is clear: Pakistan must stay united, reject internal divisions, and stand firm against external threats. While advocating for peace, he warned India that Pakistan is fully prepared to defend itself.

Khyber Pakhtunkhwa Mines and Minerals Bill 2025: Key Concerns, Pros, and Cons

Featured Image: KP Mines and Minerals Bill 2025

The Khyber Pakhtunkhwa (KP) Mines and Minerals Bill, 2025, has sparked intense debate, with critics, including PTI leaders and mining stakeholders, calling for its immediate review.

The proposed law aims to overhaul the province’s mining sector but has faced backlash over fears of federal overreach and unfair policies against small-scale miners.

Why Is the KP Mines and Minerals Bill 2025 Controversial?

1. Federal Influence in a Provincial Matter

The 18th Constitutional Amendment grants provinces full control over their natural resources.

However, the new bill includes clauses allowing federal intervention through the Mineral Investment Facilitation Authority (MIFA) and the Federal Mineral Wing.

  • Critics argue this undermines provincial autonomy.
  • Proponents claim federal coordination ensures better regulation and investment.

2. Joint Ventures Mandatory for Large-Scale Mining

The bill requires large-scale mining (LSM) investors (with over Rs. 500 million capital) to form joint ventures with government-owned companies.

  • Supporters say this ensures revenue sharing and prevents exploitation.
  • Opponents fear it discourages private investment and benefits only a few.

3. Unclear Benefits for Local Communities

While the bill mentions landowner rights and training programs, it does not guarantee profit-sharing for locals affected by mining.

4. High Financial Barriers for Small Miners

Small-scale miners must provide a Rs. 25 million bank guarantee, which many say is too expensive and will force them out of business.

Pros of the KP Mines and Minerals Bill 2025

✅ Better Regulation – Aims to streamline mining operations and reduce illegal activities.
✅ Increased Investment – Encourages large-scale projects, boosting economic growth.
✅ Government Revenue – Joint ventures ensure the province benefits financially.
✅ Mineral Classification – Clear categorization of minerals (18 groups) for better management.

Cons of the KP Mines and Minerals Bill 2025

❌ Threat to Small Miners – High financial requirements may push out local businesses.
❌ Federal Overreach – Goes against the 18th Amendment’s spirit of provincial autonomy.
❌ Lack of Local Profit-Sharing – No clear benefits for communities near mining sites.
❌ Unfair Policies – Favors big corporations over small-scale miners who contribute significantly to KP’s economy.

Public and Political Reaction

  • Aleema Khan (PTI leader) demanded that the bill be put on hold until Imran Khan reviews it.
  • Former Minister Shakeel Ahmad warned the bill could harm future generations.
  • Frontier Mine Owners Association called it an “economic assault” on KP’s mining sector.

Government’s Response

Chief Minister Ali Amin Gandapur dismissed “misconceptions,” saying the bill will modernize KP’s mining sector. However, critics remain unsatisfied, demanding more transparency and provincial control.

Final Verdict

The KP Mines and Minerals Bill 2025 has potential benefits but needs revisions to address small miners’ concerns, federal interference, and local community rights.

If implemented fairly, it could boost KP’s economy—but if mishandled, it may harm thousands of livelihoods.

  • Public Buildings Solarization: Government buildings, including jails, tube wells, health centers, and universities, are being powered by solar energy. Projects worth 8.2 billion PKR have been completed, generating 39.3 megawatts of clean energy.

These efforts not only reduce reliance on fossil fuels but also lower electricity costs for households and businesses, fostering economic growth.

Hydropower: Harnessing the Power of Water

KP is blessed with abundant water resources, and the government is leveraging this potential to generate clean energy:

  • Revived Hydropower Projects: Three previously stalled hydropower projects—Jabori (10.2 MW), Karora (11 MW), and Koto (40 MW)—have been restarted, with local engineers taking the lead to address security concerns.
  • Small Hydropower Plants: Detailed designs for 48 micro-hydropower plants (MMHPs) have been completed, with a combined capacity of 13.7 megawatts. These projects will benefit 35,000 people in remote areas.

By investing in hydropower, KP is ensuring a sustainable and reliable energy supply while creating opportunities for local communities.

Transmission and Distribution: Strengthening Infrastructure

To support its growing energy needs, KP is upgrading its transmission and distribution networks:

  • 120-Kilometer Transmission Line: The province is constructing its first-ever provincial-level transmission line along the Swat Corridor. The first phase of 40 kilometers has already been awarded, paving the way for economic growth and industrialization.
  • Provincial Distribution Company: A 7-crore PKR investment has been made to establish KP’s first provincial-level distribution company and regulator, ensuring efficient energy distribution.

These infrastructure upgrades are critical for delivering electricity to underserved areas and supporting industrial development.

Oil and Gas: Maximizing Local Benefits

KP is also focusing on optimizing its oil and gas resources to benefit local communities:

  • Royalty Payments Cleared: Over 10.18 billion PKR in pending royalties for Nashpa, Chanda, Mela, and Tol Blocks have been cleared, ensuring fair compensation for resource-rich areas.
  • Increased District Shares: The share of oil and gas-producing districts has been raised from 10% to 15%, directly benefiting local populations.
  • Savings from Petroleum Agreements: The KP government saved 11 billion PKR by finalizing the petroleum agreement for the Mirani Block, which had been pending since 2021.

These measures ensure that the wealth generated from natural resources is reinvested in local development.

Water Management: Ensuring Access and Sustainability

Access to clean water and efficient irrigation systems is a top priority for the KP government. Key projects include:

  • Gravity-Fed Water Supply Schemes: Projects worth 18.5 billion PKR in Manshera and 4.46 billion PKR in Havilian are providing clean water to over 293,000 people.
  • Indus River Water Supply: A 2.2 billion PKR project is delivering drinking water to 77,000 residents in Rehmanabad, Shikardara, Kohat, and other areas.
  • Irrigation Projects: Over 33 billion PKR has been invested in irrigation projects, including the Chaudhwan Zam Dam in Dera Ismail Khan, which will irrigate 19,500 acres of land and prevent flooding in the Sulaiman Mountains.
  • Small Dams: Eight small dams are set to be completed by March 2025, irrigating 23,447 acres of new land and boosting agricultural productivity.

These initiatives are transforming arid lands into fertile fields, ensuring food security, and improving livelihoods.

Public Health Engineering: Clean Water for All

KP is committed to providing clean drinking water to its citizens:

  • Completed Projects: A total of 717 water supply projects have been completed, benefiting 357,035 people across the province.
  • Barani Dam Expansion: The Barani Dam’s capacity has been increased, irrigating 120,000 acres of land and supporting local agriculture.
Water Regulatory Authority: Promoting Efficient Use

To ensure the sustainable use of water resources, KP has established a Water Regulatory Authority with a 2-billion PKR investment. This body will oversee the equitable distribution and efficient management of water, addressing the challenges of scarcity and overuse.

Conclusion: A Greener, Brighter Future

Khyber Pakhtunkhwa is setting an example for the rest of Pakistan by prioritizing clean energy, sustainable water management, and equitable resource distribution.

Under the leadership of Chief Minister Ali Amin Khan Gandapur, the province is not only addressing current challenges but also laying the foundation for a prosperous and sustainable future.

Mass Wedding Carmony KPK

What is the Khyber Pakhtunkhwa Mass Wedding Initiative?

The Mass Wedding Ceremony KPK Initiative is a social welfare program designed to help deserving couples who cannot afford the expenses of a traditional wedding.

The provincial government will cover all wedding-related costs, including venue arrangements, catering, and other essentials. Additionally, each couple will receive financial assistance of PKR 200,000 to help them start their new lives.

This initiative is a collaborative effort under the supervision of the Zakat, Usher, and Social Welfare Department, which is responsible for ensuring the smooth execution of the program.

The first phase focuses on Peshawar, with plans to expand to other districts in the coming months.

Why is This Initiative Important?

Weddings in Pakistan are often expensive, and many families struggle to meet these costs, especially those from low-income backgrounds. For orphaned or financially vulnerable individuals, arranging a wedding can seem like an impossible dream. The KP government’s mass wedding initiative aims to:

  • Increase the number of beneficiaries in future phases.
  • Extend the program to remote and underserved areas.
  • Collaborate with local organizations to ensure transparency and efficiency.

Open Letter to the Chief of Army Staff by Former Prime Minister Imran Khan

Featured Image: Imran Khan Open Letter

Former PM Imran Khan open letter to the Army Chief, expressing her concerns about the overall situation in Pakistan.

“The army is mine, and the country is mine too!”

Our soldiers are sacrificing their lives for Pakistan. To win the war against terrorism, it is essential for the nation to stand united behind the army.

However, it is unfortunate that due to the policies of the establishment, the gap between the army and the public is growing wider every day.

There are several reasons for this growing divide, and it is crucial for the establishment to revisit its policies to reduce this distance and restore the army’s reputation. Below are the key reasons that need immediate attention:

Imran Khan Open Letter

1. Electoral Fraud in the 2024 Elections:

The most significant reason is the historic rigging in the 2024 elections and the blatant theft of the public’s mandate.

The involvement of agencies in pre-poll rigging and manipulating results through political engineering has severely damaged the nation’s trust. A party that won only 17 seats was brought into power, imposing an “artificial government” on the country.

2. The 26th Constitutional Amendment:

The 26th Constitutional Amendment has been used to undermine the judiciary and violate the Constitution and the rule of law.

The Pakistani public is deeply angered by this. My cases have been delayed and manipulated, with “pocket judges” being appointed to ensure favorable rulings.

The ongoing “court packing” aims to suppress justice, violate human rights, and cover up electoral fraud.

3. The Draconian PECA Law:

The government has already taken control of electronic media, and now, through the PECA law, it is imposing restrictions on social media and the internet.

This has put Pakistan’s GSP Plus status at risk and caused a loss of over $1.72 billion to the IT industry. The careers of countless young people are being destroyed due to these internet disruptions.

4. State-Sponsored Terrorism Against PTI:

The state has launched a campaign of terror against Pakistan’s largest and most popular political party, PTI.

Over 100,000 raids have been conducted, more than 20,000 workers and supporters have been arrested or abducted, and families have been harassed. This continuous violation of human rights has deeply hurt public sentiments.

5. Economic Instability:

Political instability has crippled the economy, forcing people to leave Pakistan with their capital. The growth rate is zero, and investment in the country is almost nonexistent.

Without the rule of law and justice, no country can attract investment. Fear of terrorism further discourages investors. Investment only comes when a government truly represents the people’s aspirations.

6. Institutions Overstepping Their Roles:

All institutions have abandoned their duties and are instead focused on crushing PTI for political revenge.

Even mid-level officers are disregarding court orders, undermining the judiciary, and tarnishing the army’s image. Recently, despite a court order allowing my wife to appear for investigation, unseen forces sabotaged the process.

Conclusion: A Call for Change:

As a former Prime Minister, it is my duty to highlight these issues (in Imran Khan Open Letter) for the betterment of the nation. The army’s reputation is suffering, and the growing divide between the public and the army is a serious threat to national security.

The only way to bridge this gap is for the army to return to its constitutional role, stay out of politics, and focus on its defined responsibilities. This is something the army must do itself. If this divide continues to grow, it will become a fault line in national security.

“The army is mine, and the country is mine too. Let us work together to restore trust, stability, and peace in Pakistan.”
