Introduction:

The Pakistan Tehreek-e-Insaf (PTI) government in Khyber Pakhtunkhwa (KP) has achieved significant progress over the past eight months.

1. Record Financial Stability:

  • Record Cash Reserves: Khyber Pakhtunkhwa’s treasury has record-high cash reserves, proving there is no financial crisis and showing the province’s strong economic health.
  • Budget Surplus: In the first three months of the financial year, Khyber Pakhtunkhwa achieved a surplus of PKR 103 billion, far exceeding its target of PKR 45 billion. In contrast, Punjab faced a deficit of PKR 160 billion during the same period.

2. Prioritizing Health and Education:

  • Increased Spending: Over 35% of the budget was allocated to health and education, going beyond the limits suggested by the IMF and focusing on improving public welfare.
  • Health Card Revival: The Health Card program restarted in March 2024, with PKR 20 billion invested so far. This has helped over 500,000 people get the medical treatments they needed.
  • Free Medicines and Books: PKR 10 billion was allocated for free Medicines. Another PKR 10 billion was spent on free Textbooks, saving PKR 4 billion through recycling.
  • KP Speed Program: A special program in health and education allows institutions to decide their needs and manage their purchases on their own.

3. Welfare Initiatives:

  • Ramadan Financial Aid: During Ramadan, 850,000 families each received PKR 10,000 in aid. This amount was higher than the support provided in Punjab and Sindh, showing a clear difference in assistance levels.
  • Pension and Gratuity Fund: The government has added PKR 40 billion to the pension and gratuity fund, after already setting aside PKR 50 billion for managing debt.

4. Renewable Energy and Sustainability:

Solarization of Homes and Schools:
  • 130,000 homes are transitioning to solar energy, with 50% receiving free systems.
  • 13,000 government buildings and 19,000 schools are being equipped with solar power to reduce energy costs.
Affordable Solar Loans: Through the Bank of Khyber, 650,000 government employees can avail of low-interest loans for solar energy systems.

5. Economic and Industrial Growth:

Tax Reforms:
  • The excise tax on tobacco has been raised, whereas the rates for property and sales taxes have been lowered.
  • Property tax collection has improved with the help of GIS mapping technology.
Gold Mining Revenue: The province earned PKR 4.92 billion from its first-ever gold block auction.
Tobacco Cess: Tobacco cess collection contracts amounted to PKR 1.04 billion, indicating a notable rise.

6. Key Infrastructure Projects:

  • Peshawar to DI Khan Motorway: A significant motorway initiative is set to improve regional connections and stimulate trade opportunities.
  • CRBC Lift Canal: This canal project will improve agricultural productivity across the province.

7. Welfare Under Ehsaas Program:

  • Ehsaas Hunar: Skills training for industrial sector growth.
  • Ehsaas Rozgar: Welfare initiatives to increase employment opportunities.
  • Ehsaas Apna Ghar: Housing schemes for underprivileged families.
  • Life Insurance Program: Financial support of PKR 1 million for deceased breadwinners’ families and PKR 500,000 for those above 60 years.

8. Youth and Tourism Development:

  • Venture Capital Model: Young entrepreneurs can access loans up to PKR 5 million to start businesses.
  • Tourism Promotion: Four new tourist areas are currently being developed to enhance both local and international tourism.

9. Innovative Energy Solutions:

The province is working on building its own transmission line and setting up a regulatory authority to solve energy problems and become more self-sufficient.
